Ok, so if you do the calculations 21/60.098813897441, then you get 0.34942453333. The 4 wouldn't round to a ten, it would round to a zero, if it rounded to a ten I could see us also roudning the nine up, but since we show 3 digits of the decimal, we should have it be 459.529 if is exactly 21 frames faster than the previous WR.
Does it actually matter? Anyone having a little bit of knowledge in NES hardware knows that a millisecond doesn't really matter.
