rules used to say that runs under 5:20 needed video. iirc it was changed to all runs (and removing the requirement for all sub 5s to be streamed) in 2017.
Yeah, we changed that years ago. All submissions must include a video. To keep it short, people were very obviously abusing that threshold.
A good rule of thumb to follow is to assume that video and in game audio are needed for any and speedruns you submit.
