Hello everyone. I have question regarding races in these two games. I have noticed that there are the fastest times set with traffic off. Is it allowed to modify the game to get the fastest time?

There are no mods, it's a glitch.

Possible in vice city too, just different execution. All you need to do in Vice City is shoot a car to force the driver out, and then interrupt the animation with a replay.
