I've patched GTA VC to be the Japanese Version and I have this issue, I don't know what to do to fix it. The English Steam version works fine but when it comes to the Japanese Version the Cameras all broken. I have put a video also with this as i feel it would explain more.

are you using a controller ? i've had an issue like this once, the left analog stick was somehow held in up left position so tommy kept turning around if the controller was plugged in. GTA3 worked fine it was on a someone else's PC so i didn't bother find a way to fix it
