Try to delete gta-vc.set file

do you have mods installed?? did you download silentpatch for your original VC?

Try renaming the whole movies folder. The problem is definitely with intro movies.

Nick gave you a different idea to the one Anti mentioned, I doubt you already renamed the entire folder before Nick said anything
