They are literally all in here lol http://www.speedrun.com/ace_combat/forum and I can't continue to copy them here

Game requests can take up to 1-2 weeks to process (depending on how fast kirkq goes through them)
Depends on the game mostly.
Pokemon, for example, only accepts certain versions of Gambatte for emulation. And Ocarina of Time only accepts Project64 1.6 or 1.7 for runs. As for PS1 and PS2 (especially PS2), you probably won't find any communities that accept runs for those on emu due to the fact that emu speeds up the game considerably in loading. Sometimes emu is accepted on those consoles but they are given a Misc. category.
I'd recommend checking the rules of the game(s) to see if they ban/allow emulator and then if you have more questions or the rules don't say, reach out to the game mods for help.
Kirkq checks these forums on average once a week when he has time.
Given that he last checked it 9 days ago, I'd expect that sometime in the next few days he'll check everything here.
It should be noted that Dolphin is designed to run as fast as possible, so for many games, it'll run faster than the console. Most games won't allow that due to the advantages it has over using real hardware.
If you are interested in running this game, since DS cap cards are expensive, we allow emulator for the game to make it more accessible to runners. In the "Resources" for this game, I put together an emulator pack featuring an approved emulator and tested ROM for the game.
You can find specific emu related rules in the Rules tab on the LBs as well.
Dolphin has support forums https://forums.dolphin-emu.org/
I doubt any of us here can troubleshoot performance problems with it unless one of us happens to be a dev/know a lot about Dolphin's internals.
Just point a webcam at your hands/controller and add that to your scene in OBS/XSplit/whatever you're streaming with.
This guide has a lot of information on streaming Retro games in the best quality https://docs.google.com/document/d/1Op8aK2RecKhjRJB7juOvwUjkXwBbL1eipxUpixBS2c4/edit
It includes links to cap cards, powered splitters, and even has a step by step guide on setting up other things like OBS to get the best quality out of your games. Ive used it in the past to improve some things for my own stream and recommend it to anyone who is just getting started.
Just want to toss in here that this discussion continued in the Discord and we reached a proposal that satisfied the initial concerns about this rule and is under review by the leaderboard mods.
We have reached the decision that for runs around 90 minutes or less, a timer will not be required if you have a full, good looking video. This will help ease the submission process especially for those who use the PS4's built in streaming/recording features.
For any runs longer than that or for runs that are missing some time (like a minute or so at most), a timer will be required same as before. The mods will also be a bit more strict on chopped up video so that runs with 5 minutes missing don't end up verified on the LBs. This won't impact any current runs on the LBs, so nothing will be removed.
All of the people who initially posted their concerns here agreed to this proposal and are satisfied with the result and we hope that this help encourage more people to submit runs since they won't have to go through the time consuming task of re-streaming a short run just to have a timer. I'm sure the mods will make an official statement on the rules once they iron them out more, but this post was just to show any late comers to this thread that a proposal has (mostly) been reached and just needs a final decision from the mods.
If I left out anything, an LB mod will probably comment below this with whatever I left out.
That timer is inaccurate, there is a thread on here that talked about it and we initially thought it would be fine, but after reviewing data when we had more PS4 runs, we realized there were inaccuracies with it.
Im sure someone can provide specifics if you so desire it.
The Pokemon LBs have rules that state which emulators are valid, which I think right now is only Gambatte. I believe they even have a version of Gambatte that they want you to use that might (big might, I don't know for certain) be available for download under the Resources on the boards.
You can check there for the emulator and ask the mods if you have any questions about it.

Use that if the game doesn't already exist.
My apologies, I got the impression you were assuming it was me based on the context of what your post said.
I never removed that post in the Discord and have no knowledge of what happened to it.
Yes I tweeted that, but I never removed what you said in the Discord, I don't remove posts people make in the Discord for no reason (see my post in the other thread). I don't let personal opinions of someone dictate anything I do in the Discord. I would never delete a PB video/picture someone posted just because I don't like them. I never did it with you and 1-J, so I would never do it for 1-E either.
