Android: It is inside the OBB file: Internal Storage (or SDCard0) > Android > obb > com.rockstargames.gtalcs Download and unpack this exe, drag and drop your obb file onto the exe file. It might not recognize the main.scm and give it a "random" name (checksum, IIRC). In that case, order by file size, open the files ~1.3MB in size and the one with TOSH4 inside it is the scm.

It should be cancellable with saving&loading (as opposed to the PC 3D games). That needs to be tested. It does not work on PS2. It also might not work on one of the bajillion PSP versions, I have not looked into the question how many missions are identical in every single version, perhaps 80%? Edit: More like 15%

Can you break out of it? How does it work, exactly?
Context Husho owns a couple of PSP versions and it turns out that there are at least three different main.scm versions out there. Since main.scm is pretty much all that matters for instapasses, I ignore all other differences. I am aware of these regions:
- European/German (same scm)
- no region specified
- Japanese
- I do not know which version I use. It is different again. The same probably applies to the PS2. For Android, I am not sure if there are releases for each region. Help me out, please. ^^ Add to that that there are probably multiple versions for each region.
So I guess we should find all the versions: Some PS2 version might have a huge instapass. Mobile might have SA-style despawning. I mean it does, but for me it was too laggy on my Smartphone to be of use, that might be very different for other people with proper hardware. It also has only 9 levels of Paramedic and Vigilante (Firefighter is instapassed anyway) - that also makes it relevant.
What we need The main.scm of each version. Only that matters for instapasses - almost.
Why don't I do it?
- I am not experienced in stealing stuff (although I also do that sometimes) - finding exact versions, in a foreign language even :D
- I have lots of other things to do - lots and lots of hours of work (only counting GTA related stuff, ofc)
- I would rather do those but if nobody does this then I'll have to do this, too.

You can still salvage it by saving during Vigilante. The concept is the same as for "NRG" after 0¤ glitching.

- Get a criminal spawn by driving near an unlocked area
- Save
- Get&hold a call
- Cancel Vigilante
- Start BP
For 2: Go to the "circle" I added in paint and see how nea" the criminal is.

E: I think you misundestood him, too. His hypothesis seems to be that if you hold one key, all the other keys are ignored - which is absurd, as one often holds two keys at the same time when typing, so entering a cheat intentionally would be a pain.
It does not matter how you play the game, you can always get cheats (I am not saying that there are no good and bad "ways"). WASD (without pressing some extra buttons like Q&E) is just the worst way to play it as far as we know because of that one cheat. You can minimize button presses, play with a non WASD layout, even switch to arrow keys for most of your action. As long as you press letters you can activate a cheat.
Cheat Pessint is far from boring. It is illegitimate, though, so that makes it feel like I am running the game for nothing, there is no value in it.
What makes it interesting is the speedup cheat PPGWJHT. It also features Running Dog x3 instapassing (which requires GOODBYECRUELWORLD for the 3rd BB dupe to be usable, anything less than x3 crashes the game) and Monster x3 (hesoyam x10 until you get free :D).
IMO, it deserves its spot in gtamemes where it already is: http://www.speedrun.com/gtamemes#GTASA

You can trigger "hesoyam" without ever letting go of any button¤, just hold h-e-s-o-y-a-m. ¤ if your hard/software can send as many keys simultaneously. If you only get three simultaneous key presses, type h-e-s [release buttons] o-y-a [release] m or even h-e s-o y-a m

Some totally dumb backup strat that shows that the script timer 32@ (TIMERA) can be slowed down to about 3% (1/30). (400ms at 0:13 to 1500ms at 0:49, ergo 1.100s / 36s = 1/30
A trick that works similarly (it is used for duping setups, rapid pausing/unpausing to extend fades) can be used to get a call before the second FIAB instance ends, giving another om0 call for Misappropriation. It might be inconsistent, though (the mission could finish before a call can come in), I have had failures on different hardware.
Optimizations: Hold Esc and as soon as the "mash delay" is over ("mash delay" explanation: it takes some time for the OS to spam Esc for you, just as it takes time for the OS to spam letters for you when you hold them - try holding J for example) skip with a mouse button so that Esc is not dropped. If it is then you need to press it again and wait out the delay, wasting perhaps half a second or so of call time, I do not know.
CJ always lands behind the bannister just fine. The problem is that if you are slow up to the point where you can shoot and additionally are bad at aiming then Ryder could get out of reach. The mission does not fail and you can chase him but it wastes loads of time.
There is this funny backup strat if killing Ryder has to trigger a phone call for you for whatever reason. :D [I also linked it in the "Pause Buffering" thread]
You can fly the heli, get out and hold the call on the grass near where you get 4¤ at the ranch, fly the rest of the way to the marker, and then take it there.
If you do get the call, can you hold it,jump onto the bannister, and destroy the boat using the AK? The last time I tried, I did not know that crouching helps so much for accuracy at a high distance. I am also unsure if you can consistently avoid CJ falling into the water or if that is even a thing.

I still disagree that this makes this not tool-assistance. So if (!) you want to convince me you need to argue for why this matters. I think that almost anything that helps the player in any way that is gameplay related (and is a tool^^) is tool assistance and tool assistance should be banned. There are exceptions, though, like Task Manager (or prio) for core affinity. That feels very different from this case, though.
I failed to mention that I also find modding out bike fall-offs or whatever it was is a bad analogy - see the first quote in the post. ^^
I look at the issue of "what does entering a cheat mean for the run" from the "consequences" angle: I accept that cheats are - most of the time - run killers (unless you have a save) while the other things are not always for unoptimized categories such as 100%.
I do not accept that cheats "do not change the time" and onwards. In terms of consequences, cheats are like crashes: you have to load a savegame(add time to restart the game^^). That affects your time. Most of the time killing the run.

Let's allow memory watching then to see which Ambulance has the Mafia in it. This is obviously cheating and that it would slip by your definition should show that your argument is bad unless you can point out flaws.
I know that this tool assistance is minor. But it should still be banned just as we ban minor mods: Modding out plane crashes at Madd Dogg's house that can kill CJ would not be tool assistance but modding. It would be a small mod to fix a small problem. I hope we all agree thst it should still be banned.
The main thing that disturbs me is that there are multiple partial solutions proposed: Q/E, a keyboard layout that does not have a cheat that is as ridiculously easy to type as the dddd... one, ESDF, SharpKeys to rebind the WASD keys to F-Keys solving it completely.
All of these get ignored every time I mention them(only referring to the layout as I find that the best and advocate it) or dismissed as too much of a hassle and people rather complain about the game.
We are speedrunners. It is part of our hobby to analyze problems and fix them - sometimes partially. We are not supposed to mod-out or use tool assistance, we are supposed to be clever, find solutions, and get off our asses in implementing them. Or - we go the lazy route - but them we accept that we are at fault, at least partially.
Or we use tool-assistance.
