Interesting, I thought the cop was created by the mission itself but I cannot find any sign of that.
I suppose you play on console because I think you should get a wanted level with a minigun on PC. My line of thinking is: When you aim at someone, as on console, there is no health indicator (green/red thing telling you about health) for sniper rifles/etc. On PC, there is one for the minigun, on console there is not.
You can try hacking around with some hex editor to try to change the user file path for your modded version. Search the exe for "User Files" and change one of the letters (better do not change the length of the name). You probably need to use the "utf-16" option or something like that to find it - or wide char or something - try different things.
E: Better do not use a normal text editor, it likely would mess up the exe.

E: This works terribly on mobile. The summary is that he does not want his run on a leaderboard where he disagrees with the rules. He wants the Windows Store version runs separated for the rest but his request was not handled much.

SA cheats are don't work in an intuitive way. The "health, armor, 250k" is triggered by both INEEDSOMEHELP and HESOYAM, for example (and a whole lot of other "random" character combinations). It has to do with "hashing". technical explanation (CTRL+F cheats)

I just wanted to highlight that. Your strategy is not new and there are others to keep calls.
I suggest that next time you add a video to your post and/or explain why you think it is useful, so that people can easily understand that you are solving a problem that is (in this case a whole lot) smaller than you think it is. Otherwise some people are going to think "I don't know what he is saying but he says it is huge." And some of them will then party rather than staying skeptical until it is confirmed to be useful.
That reference also helps you to not aim at the DJ through the car. That and what EBen says can fail the mission.

EBen did not warp in one of his runs. Solution: You may only collect 19 pickups between picking up the save pickup and entering Starfish Island because the game only stores the last 20 pickups (I say 19 because the first one is the save pickup).

I have replicated it. On v1. I doubt this works on v2, as it explicitly says "give actor this weapon and ammo [that he had at the start of the mission] - E: only if the player is alive, though. ^^
I have searched the script for all weapon related opcodes (commands) listed on gtamods.com and nothing interesting turned up on the v1 script. Probably the 0465 opcode (remove player from turret mode) is supposed to remove the weapon, but for some reason your trick prevents that - just like the jetpack shenanigans prevents it during Up, Up, And Away.
I will ask Nick for code and such to maybe understand how it works.Something worth testing is whether you can just move around freely during the mission and keep the minigun somehow. To move freely, you have to avoid getting attached to the minigun. For that, you can die before getting attached to it or you can enter a vehicle while the game tries to attach you to it (e.g. you can park a vehicle next to the roof and drop down to it and enter - or park a heli on the roof - the only way to stay on the roof and move freely).
I don't know what you could do in that time - snapshots are obvious, ofc. You need to spend a lot of time defending, ofc and I don't know if you can even do that - since probably you cannot do it from the roof top.
That is something that can just be tested by brute force, too, though, ofc. :D

^ Blantas waits for a bit in his PB to stay in there until 10:00. Instead, you should use replays to advance the time. Each replay advances it by one minute on the clock. You can most likely record a short replay after starting the NRG challenge (press F2 right after skipping the tutorial).
