I'm not sure I really understand the logic here. When the original segments were made, people also assumed the route wouldn't change that much. It then became a huge mess because of that single oversight. Now you want NMG segments and have the exact same assumption, all because of a temporary tournament? Doesn't make much sense imo
Record a video and post it so we can say what you're doing wrong
As Mehmet said, this is simply incorrect timing.
The run has to be in one sitting. If you pause to sleep etc, that will be added to your time. We need evidence that nothing has happened inbetween sessions.
That video you linked is via a website that doesn't embed things properly. At the time of the submission, the full video existed.
The segments would constantly be changing, so you'd never be able to properly enforce rules for them. You could skip all the tags in LS and say you're going to do them in an RTLS segment. It's silly

Go into your documents and delete gta_vc.set and try to launch the game
A modern day run with no major exploits will take you around 7h if you're good and use modern routes (shanz had around 8:30 iirc in around 2014), but if you're still coming back to the game after a long break it will take a lot longer.
I'd definitely plan for >10 hours as Mehmet said.
