This guide will look over the language routes that are used in Sly 3, for both NTSC and PAL, in fullgame and episodes. Swapping languages lose about 6 seconds each time on PS3.
NOTE: Some of this info is outdated, due to the new Death Fadeout CSS found by Hekksu. Some numbers and stuff are updated now but some may remain inaccurate.
#PAL routing Any%/100%, fastest singular language: Dutch. The proper routing for PAL uses Dutch and Norwegian, which is roughly 20 seconds faster than Dutch by itself in any%. Start the run in Dutch, then after the game reset when you defeat the Mask of Dark Earth in the Episode 2 Operation, change to Norwegian. Keep playing with Norwegian until the game reset after you defeat Tsao's dragon in the Episode 4 Operation. Change back to Dutch then complete the game.
NOTE: There is a relatively new and hard-ish CSS in The Talk Of Pirates, if you do this CSS, then delay the return to Dutch until after Talk Of Pirates.
All Jobs, fastest singular language: Norwegian. The optimised language routing requires its own job routing, which can save about a minute or two. Start with Dutch, then complete Police HQ, Octavio Snap, Canal Chase, Guard Duty, Run n' Bomb, The Cooper Vault (prologue), all of Episode 2, Talk of Pirates, Dynamic Duo, Jollyboat of Destruction, Deep Sea Danger, then perform the Continue Episode glitch to do Episode 6. Then, when you reach the Danger in the Skies softlock that happens in CE, reset and change to Norwegian. Then complete the jobs you haven't done, ending with X Marks the Spot.

Episode 3, fastest singular language: Norwegian. You can switch from Norwegian to Dutch after ACES Semi-Finals. This only saves about two seconds with flawless menu movement, so it's generally not worth it.
Episode 4: Norwegian
Episode 5, fastest singular language: Dutch. Similar to Episode 3, you can switch from Dutch to Norwegian after X Marks the Spot. This also saves about two seconds with flawless menu movement, so its also not worth it.
Episode 6 (Any% and CE): Dutch
#NTSC routing Any%/100%, fastest singular language, Spanish. Most people believe that English is faster with NTSC, because of its Health and Safety skip. But even then, English is still about 39 seconds slower than Spanish. The optimised routing is as follows. Start with Spanish, then change language to French after Run n' Bomb. Change back to Spanish after Lemon Rage, then back to French after King of Fire (Episode 4 prelude). Then go back to Spanish after Episode 4 Operation, and finish the run. This route saves 10 seconds compared to Spanish alone (aabout 50 seconds faster than NTSC English)
