can you carry any upgraded weapons, tools and support items for IL in any category? besides the ones mentioned in the rules such as Grey Fox & Raiden skin. for example using customized weapons and upgraded buddy equipment. or must I used the default equipment?

You can use any equipment you want.

We had thought about banning Phantom Cigars, but decided against it. See the stickied thread for details. The only actual ban is against using the Raiden and Gray Fox costumes (those have their own IL table).
