Why are my specs not good enough?

Whenever I look at my task manager, it always shows that the bottleneck isn't my mid GPU, it's always my CPU that's running at 100% capacity and causing strain. As far as I can tell minecraft is a lot more of a CPU heavy game, but the CPU I have and the CPU say feinberg has with a Intel Core Processor i7-8086K (according to fandom.com) are not that different from each other (as far as I can tell). I'm on lower settings, sodium, everything. Why is my game so straining on the CPU? Is there a way to transfer any of that strain to my GPU that seems like it's not actually doing all that much? What should I upgrade?

feinberg has a $350 ryzen 9 5900x and 64gb of ram ($220ish) i would start there

If the main souce of the usage is Minecraft, then lower the settings a bit. Maybe you just have too much for the CPU, like smooth lighting max or 32 chunks of render distance. If it is not this game however, then you need to look at the startup programs in task manager and see if they are really taxing the CPU. Also, upgrading the RAM would help the game out anyway, i have 16GB and i am confident in saying that is a perfect balance of usage and pricing.

I have worst specs and they allowed (diff game)
