Are we allowed to record movies on FCEUX, then play them back while recording a .avi file?

I hope this is not forum necor, becuase it's sticky. I just wanted to ask how to become a mod of Super Mario Bros. Category Extensions or Super Mario Bros? If it's possible for me.
