I play in Tlauncher and I choose the Release 1.16.1, but when I come in it say "Minecraft 1.16.1 (Modded)". Please tell me is Modded were allowed or not.

What why Tlauncher is banned, I though it was ok

there are no rules against tlauncher (for src at least I don’t think so), but its illegal irl so

Tlauncher is illegal cuz it is free and original minecraft is not
