on videos uploaded to youtube i use Slush0Puppy's retimer, if they are on twitch i usually download them and retime with the nsmbw community's load retimer
knowing humans, everyone would skim it through "ah its just rules i already know" even if they dont and then click agree to get it over with. then in the future they know what the pop up is and skip it immediately.
so this would likely not affect the people its meant for and only annoy people who do know and read rules.
splits are for your personal use. you can make as many or as few splits as you want. all that matters is that you start the timer at the right spot, and end at the right spot, and even then the moderators will retime it for you.
unless the game rules say "you need to do x" with the splits for whatever reason, you do whatever.
most people use the same splits everyone uses in said game, assuming it has runners already. if thats not enough for you, add more.

if i remember right you have to name the splits as so:
-stage 1
-stage 2
-stage 3
{world 1} stage 4
-stage 1
-stage 2
-stage 3
{world 2} stage 4
so the name with '{}' marks the last split of a sub section of splits, and all splits before that starting with '-' are the subsplits until it sees '{}' again.
why would you want to delete your run history? its not like you have limited space on youtube... looking at your runs, why are you sharing the videos on google drive? just use youtube, the same accont works and you have no file limits. if you dont want them to be public, set them to unlisted.

this is just emulation and doesnt need its own platform. if you want to tell people what youre using, put it in the run description and mark your run as being done on emu
i dont know what you expect the general forums to do then, most of us here dont run said game

this is a super cheap hdmi capture card. i have one and i know a few friends who have one. its only like 10€, nice to bring to events :D
it sounds like a plug and play console, which seems to be as platform on here "plugnplay"
