I did, and other than the quality being for shit I didn't see anything suspicious except maybe the score count at one point.
But I'm not someone who has ever played that version of MK so I'm not sure if it just resets once it hits a certain number, or what.

Also at the top of the screen there should be a "More" tab. You could pull up the discord link, join the SRC discord server, and contact Pac, or RomMaster, or whoever else is an admin. That would be the fastest way to do it.
Each game is different. Ask that game's forum if something is allowed.

SM64 allows PJ64 v1.6 for emulation, so you can submit to that leaderboard if you wish.
Worth noting that these are just the rules set up by mods on those individual leaderboards. If you prefer to run those games using a 360 controller, then do so.

The "speedrunning community" is too large and diverse between games alone for there to be any real concern about how it's viewed. Someone on the outside looking in might not see any part of the "community" outside of a handful of popular games: OoT, SM64, etc.
