Recently there was a change in rules over on the GTA III boards due to a new glitch that allowed runners to rename a skin in order to gain an advantage in-game. This now creates a problem that skins allow you to gain an advantage using external software (OS). Skins that don't come with the game were then banned, along with MP3 files for the same reason.
This glitch is still present in VC, and while it doesn't give an advantage (that we currently know of) it still presents the issue of using external software to manipulate the game. We are going to take the same route as III in order to prevent any potential abuse in the future. There will be a week-long grace period (from the creation of this post) for you to remove any custom skins, and after this we will start rejecting runs that don't follow the new rules.
All runs that currently use custom skins or MP3 files will not be affected. Only those submitted on/after the 15th May 2020.

TLDR - Starting 15th May, custom skins & MP3 files will be banned. No runs submitted prior will be affected.
This is an awful decision, and most leaderboard mods will simply not abide by this rule. SrCom staff have absolutely no right to choose who I ban from the GTA leaderboards. As others have stated, plenty of people can be justifiably banned even though they haven't broken any rules on this specific website.
You are a hosting site for communities, not the enforcement team for every speedrun community that exists. We'll be keeping our blacklist and hope that you rethink this decision, if you have a problem with that we will happily find somewhere else to have our leaderboard and I imagine a lot of communities will do the same.

- allow
- disallow
- allow frame limiter off
Assuming it isn't some silly setting like having your music turned off in the settings, I'd imagine that something went wrong during the conversion, so uninstalling & reconverting might be a quick easy fix.
There's a solution already present on the website if you really can't get an actual competitive platform that Derpeth mentioned & as Reloe said speedrunning is more than just trying to make new leaderboards so you can top them for free, that completely goes against the spirit of speedrunning.
God of War is a shining example of this being done poorly, there are barely any PS2 runs for the original because using a PS3 is faster. The PS2 leaderboard has no actual competition and is purely there to pad people's profiles. Your entire mindset of wanting this change for the same reason is pretty selfish, I'm sure I don't need to point out the irony there.

You should be using the built-in autosplitter, not the one in the resources section. If you cannot even split manually then I'd guess that it's an admin rights issue. Run Livesplit as admin, but not the game. So many people run the game as admin but all it does is cause issues.

This is not true, you can submit any time you like and it's up to the mods to ensure it's correct. You'd be surprised at how many runners are insanely inaccurate with their timings.
Simple answer is you don't need a timer, just proper video evidence of the run. As for actually saving the videos, I imagine youtube allows you to create permanent footage from streams similar to twitch's highlighting.
