It has nothing to do with version, MP3 files are forbidden because they can be used to modify the game. Read the document that was linked.

There are many things to know, but it depends on how seriously you plan on taking the game. PS2 is much slower than PC, and not a lot of people play it.
Most of the game's guides are based around PC speedruns, but if you wish to stick with console you can watch the guide and compare it alongside a PS2 speedrun to see how things are done differently on console.

It sounds like you simply needed to retry the conversion, but verifying the cache on steam with the JP files will have messed a lot of things up. This would have made steam try and reinstate some of the steam files that the convertor overwrites, so you probably have some weird mix of Steam/JP right now.
From here, you should uninstall the game fully via Steam, and then run the convertor again and see if the text issue is fixed, if not we can go from there.

@Sintay your runs will never truly be glitchless, that is imposssible in a game as old as this. There are too many glitches you will encounter on every run, and that is why we don't have a glitchless category. It's impossible to say for sure, but most people will consider the sprint trick to be a glitch as it's clear Rockstar didn't intend for you to be able to sprint that long.
That being said, you're allowed to use it in any official categories. Whether or not you want to include it in your glitchless runs is completely up to you.

The reason why you are getting the error is because the game's .set file (settings file that handles keybinds etc, found in My Documents) isn't compatible with the other version you are trying to run. You have 3 options:
1 - Delete your .set file, but you will need to set up your keybinds etc every time 2 - create a backup of your .set file somewhere, and swap them out depending on the version 3 - use this set file converter to switch it between versions (steam/jp etc, just double click the .jar with java installed) - https://drive.google.com/file/d/1S1RpgD8KX9cQflxN_xHP9h_ot2JC0ScY/view?usp=sharing
