There's a difference between a general color mod, or a music mod, and modding the game specifically so that it facilitates skips. This is a big "no" in my book. We'll see what other mods think about it.

the reason color mod is allowed is because it does not affect gameplay, editing the controls affects gameplay in which you are making a skip easier than normally which is why alot of games do not allow that and this game should not be otherwise.
The color mod made by Pr3tz3l does not give runners any type of advantage (regardless of any case you make to argue this), which is why it's allowed.
Editing sprites specifically to give yourself an advantage or an outside, permanent visual queue for a PCE skip, or any skip for that matter, is forbidden. It's effectively cheating.
As OP of the AHK thread I feel like I should chime in. What I was asking about for AHK was not to make it easier, it was to simply make the trick POSSIBLE on my keyboard. The community talked about it and we agreed it should not be allowed in the case that someone abuses the privilege.
I think it's cool that we can add our own "flair" to our runs with music and colour mods, let's not lose that with blatant cheating (making skips visual/differentiating between whimsum).
The point of a speedrun is to set out a challenge and then accomplish it, not to set out a challenge and cheese your way past it.
tl;dr: Don't cheat with colours, they're pretty so just use them to make things pretty.
