I like the idea too. However, like Riddler said, we don't know how pull it off. "Someone" is going to have to create a leaderboard and all that jazz. For points/scoring, SRL uses "Microsoft Trueskill®", which is probably available in some form or other for people to use.
The idea, as it's pitched, seems like a runner can submit several runs. Like they do 10 runs a week (record them all), then submit for the leaderboards. I am less of a fan of this idea. What I would personally like is if a runner signed up for a time in advance and did one no-reset run and that time would be submitted to the leaderboards. In that way, it would be like a race, without a race, if that makes sense.
Unfortunately, like most ideas in LADX, it's going to take a lot of footwork to get the groundwork lain. That's usually where the problem lies with our projects (see: Bingo). But I fully support and endorse this idea, if it's possible.

Trueskill is a commercial product (IE, we'd have to pay for it). Another form of player rankings can be done with this:

Each new player will start at rating of 1000. They become "provisional" when they do 15 "races". The rest is just clicking and adding the numbers together.
This then can be later disseminated, in all honesty, into a google spreadsheet. I imagine it very similar to how SRL does their races: Leaderboard ranking on the top (List of players, rankings, provisional/number of 'races', best time), and then under that, a listing of each race (in order of most recent). Each race will have a Date associated with it, number of racers, +/- score, times, (links to videos?), comment, etc.
At the end, this will take SOME manpower to get off the ground, sure. But it seems like (after it gets designed), it would take like... less than 1 hour per week for one person to handle all the data input.
The only thing I have not thought through would be the submission system, but that seems like a simple solve. (Where do people submit their runs, add their comments, etc).
The 3DS uses the 1.2version of the game. Tricks that can't be done are all tricks that are exclusive to 1.0 versions. SJ's (+Super Swimming) and Freeze Blocks are the only ones that come to mind.
The only categories that can be run on non 1.0 versions as they currently stand are Any% and Legacy.
