so the rules for Restricted say no skipping of mandatory fights. My question is does that mean that you actually have to win a certain fight, even if a loss would still progress the game?

The thing is, if you got hit during Flying Waters or Ancient Sanctuary you could consider fighting Sciel with the one character which got the hit and let Sciel win by just skipping your turns. This is faster than actually fighting her and the story still continues.

You can lose to her if you want to yeah. Doesnt break any rules. You would lose out on Medalum for Maelle though.
