There is no such thing as “proper splits”. Splits are used as a nice tool for monitoring your progress in a game, so you can have as many or as few as you want. Some games, primarily PC games, might have autosplitters that they require you to use and a set of splits as well, but you’ll need to check with any game’s you want to run about that.
You will more than likely have better luck asking the current community for the game about the strats used. More than likely they will know what may strats were used.
I’ve had random issues like this with Windows updates so I wouldn’t be surprised if that was what is causing the problem. Obviously it’s hard to troubleshoot these types of issues through forums, but the most you could do is update the laptop and see if it stops working. The plus side is you’ll know what the problem is and you can hope a future update will fix it, the downside is that you’ll have no working PC to use the card with.
Otherwise, I’m out of ideas. It seems like you have a compatibility issue between Windows and the drivers of the card, but it’s hard to say for sure.
Yeah, the site made their rules stricter when accepting games within the last year or two. Any game added before those rules is fine as they didn’t retroactively go and remove boards or anything like that. But going forward, those rules are pretty strict (especially the ones surrounding PvP games and visual novels).
If your capture card is brand-less then I doubt you’ll be able to get any help here. Without a specific brand, we can’t really offer any advice on how to fix it (ie. reinstall drivers). Chances are it just died and you just need to buy a new one. If you’ve gone through all those things and it still isn’t fixed, then I’m not sure what other option you have.

The most common program was originally called NintendoSpy, however I would recommend using zoggins’ fork if it called RetroSpy as it contains support for significantly more controllers. This assumes of course that you have an input display built for the console you want to capture inputs for.
I mean I'm also not a member of site staff so I can't speak for them (like I said, just my opinion up above), so you can still submit it provided you can get a run recorded of it. Just use your best judgement when submitting games so as not to clog up the request queue - which is already sufficiently backed up - with a game that goes against the rules on the Request Game page.
If radeon’s software performs better than OBS, then it sounds like you have a weak CPU and a strong GPU. I’m trying to rack my brain to remember if OBS allows you change what processes the video from your CPU to your GPU, and if there’s a setting that lets you do that, I would change that and see if it fixes your issue.
I mean a game is a game, whether or not that game meets the site’s criteria for being accepted is another matter entirely. I don’t know anything about the game you’re describing but it sounds like it wouldn’t be accepted on the basis of being short or trivial (given that it only has 3 levels).
A friend of mine made a video a year ago that showed how to capture raw video/audio of the game without an overlay or any other stream related stuff. It uses multiple instances of OBS and a plug-in for OBS to pipe the video from one instance to another. You mean moderation icons? (Red sword for super mod, green sword die regular mod). Those show up on users who are moderators for an LB and it only shows up for the users on that specific board.

RetroTink-2x. It takes 240p/480i inputs and outputs 480p60fps over HDMI. The original model used to be $99 USD but it looks like it’s gotten an upgrade so it’s now around $130 with a nice case. Although it’s slightly over budget for you, I can recommend this personally as I used one for a year before upgrading to an OSSC

An OSSC is going to be better, but it’ll also add like $40 or so to the price. You can also poke around the RetroTink website as I think they have some other models that are cheaper (idk if they have component input or not though).
Unless your talking about the shields (like the one Shiken has). Those are indicators for site staff - the gold A badges are the site admins, the silver F ones are for site full mods and the bronze C ones are for site content mods.
