LiveSplit has nothing to do with a capture card, you can display it in an OBS layout regardless of how you’re capturing video. You might have to add it in post if you’re doing something like recording the video on your phone first, but it’s a completely undone dent program either way.
What consoles are you looking to capture? (and please define “cheap”; what’s your actual budget)
Given that you're very new I wouldn't concern yourself with becoming a mod just yet. But, for your own knowledge, super mods on games are the ones with red swords next to their name. Green swords are regular mods and the wooden looking swords are Verifiers.
Are you asking for a graphic artist who you can commission one out to? That’s usually how most overlays are made, most people either make them themselves or commission an artist to make one that fits their brand.

What do you mean they don’t work? There really aren’t any other options besides those unless you want to get creative and run regular LiveSplit through Wine or something like that.
Mario Kart Wii bans USB Loaders according to the game rules, so no, you can’t submit an MKW run done with a USB Loader.
And if you’re asking if you can request a new game while using a USB Loader, I guess that’s a weird a question. While there is probably no explicit rule that says a game request can’t feature a run using a USB Loader, it would discourage you from doing it. USB Loader for Wii is extremely inaccurate and using it for runs isn’t not going to create an even playing field. So, I personally wouldn’t do it just to avoid issues down the line if any other runners picked up the game you submit.
Unless I’m mistaken (I’ve never used VR), the runner isn’t seeing LiveSplit in their VR headset while playing the game. What you’re seeing in the runs is the runner capturing the gameplay from the headset and using a standard layout in OBS with LiveSplit.
Well that would explain why nothing is working. Most devices need some kind of drivers to function if they are being plugged in via USB.
You either need to find the drivers online - assuming that the brand has drivers you can download - or you need to buy an external CD reader that you can plug in via USB. Either way, you need the drivers on that CD one way or the other.
The site works rather well on mobile, I can’t imagine an app would provide anything that accessing the site on a mobile browser doesn’t already have. Maybe notifications, but that seems like a small thing for all the overhead of creating an actual app.

If the VR device is tethered to your PC then I’m assuming you would use LiveSplit just like always, although you’re not going to see it on your device for obvious reasons. Splitting might be hard depending on the game you’re playing, so it’s really up to you if it’s worth the hassle. You’re probably better off just timing the run after the fact.
You should always ask mods of the game what rules they have regarding submissions, but generally speaking, you will need audio to be present in a recording for it to be properly verified.
I would also recommend contacting the manufacturer or the place from where you purchased the capture card if you believe it to have a defect of any kind.
Support won’t help you if you don’t even know what your previous account was. How can they help you recover an account you don’t even know the username for?
You need to discuss all proposed categories with the Minecraft community. Ideally, here on the game’s forums or in their discord.
If it’s a minigame that’s a part of another game it’s highly unlikely it’ll be added as a separate game on the site. You can check the LBs for the game(s) that include that minigame and see if they have it as an IL or a misc. category (assuming it has enough content to warrant being tracked at all).
You can also complete a run of it and pitch the idea to the community for those games and see if they’d be willing to add it as a misc category to the LB. But, don’t be surprised if the mods won’t add it because unless the minigame has decent content it may not get enough interest among the players of the game.
If you’re using OBS just download LiveSplit and add it into the layout in OBS. You won’t really get a good autosplitter to remove loads when playing on a console game - there’s a program that works based on visual images, but whether or not that would be allowed is a per game basis.
