I'll use Any% as an example. Do the rules mean if someone were to get a 3:16.000, they don't have to follow the rules, but if someone were to get a 3:15.983, they would have to? Or is it ≤ 3:15.000?

My main concern (if that’s even the right word. My English isn’t great :( ) about the times is on the times that don’t have milliseconds. Why? Because if someone has, let’s say, a 3:39.116 in Any% and someone else has a 3:39.883 in Any%, they would both have the same rank, and not different ones because of the difference in milliseconds. I’m not saying, “Please change all the times to show milliseconds.” I’m just stating my concern :)

I remember there being a 1:45 by someone who I forgot, that used to be in the Any% category but then switched to the Any% (Time Travel) category because of new rules. But now it's gone (well not really "now" because it's been gone for a while). Does anyone know what happened to it? Maybe the user deleted their account or something? Idk :/

He might be talking about 8-4 1st room, where he got 8-C when exiting the room; but in that knowledge, 8-C is TAS-only, so idk exactly what he's talking about nor do I know when/where he said that.

If I were to agree to this, I would say that runners can use the arrow keys for D-Pad, Num 0 for B, Num Del for A, and whatever keys the runner wants to use for Start and Select.

My two best guesses are the first frame the screen shakes or the first frame it says 94%, but idk for sure :/
