Well nobody here is going to just link it to you, but there are easy ways to figure it out. Research the game pages and their guides. Google and talk to the communities to see what the appropriate versions are for speedrunning and potentially how to get ahold of them.

Are you ...sure you're from Florida? Anyway I think all the RE games were released for PC, pretty convenient.

Depends a lot on how the game was made, for most modern games it shouldn't matter. For some it can cause anomalies with physics, collision detection, or other systems while not affecting the actual speed of the game. But for older games where speed is directly tied to framerate it would be a consideration. For example in my main game Castlevania: Symphony of the Night it turned out that even with a relatively modern release on the Xbox 360 with a progressive hdmi signal old broadcasting standards caused slight differences in game performance. North American Xboxes still output hdmi 60 at a refresh rate of 59.94Hz, while the European ones output 60Hz. The port of the game didn't really take this into account so this does result in a very minor advantage to EU systems. (about a second difference per 20 minutes)

You don't actually need to have the spell scrolls from the shop in order to cast them. The game is pretty strict when it comes to inputs, if it says it wants →↘↓↙← then you have to hit every direction including diagonals. My tip would be to slow down and do the input slowly and deliberately, because you don't need to do them very quickly.

You should probably use BizHawk or Higan instead of Snes9x since it is known to be inaccurate and many communities ban it.

Why are you asking here? Seems like Rom and Hetfield are now mods for the game, which seems suitable since they are experienced runners of it.

Games and their leaderboards are handled by the communities, not by the site admins. You completely dismissing all the mods and the entire community outright is a terrible thing to do if you want to be a part of it. Also just glancing though the board many of the runs don't show the options menu.

Looks to me like Misc is checked for both variables. Remove it and they should appear.

Depends on the game and category. Only some games allow for that to be a possible option and the community decides if they use it.

There is a severe lack of context here. First of all you don't need a timer on screen in a submission. Almost everyone uses Livesplit.
