Questions like these should generally be directed to the communities for the specific games you’re interested in running. Check the rules, and if that doesn’t answer your question, ask in the forums there.

Welcome. To submit a run, go to the leaderboard for the specific game. Pick either the full game or the level categories, depending on what you did, then fill out all the necessary information. Let me know if you have any more questions.
It should have moved from your list of rejected runs back to your list of pending runs.
Per the site rules, the minimum age to have an account is 13.

Today my followed games list randomly switched from alphabetical order to some other order, and I can’t change it back.
Those are both part of the 3DS family. I’ve not heard of an instance yet where a game runs differently on 2DS than it does on 3DS.
You aren’t going to get put in jail for uploading gameplay video. The most that they would do is have it taken down.
