I don't think this should be a rule though.

For example, MHFSilver and Papo manage the Ty series leaderboards, and MHFSilver has been a member of the community for a long time, but he doesn't have a time on the leaderboards, and they both manage the boards for the other 2 games in the series, of which Ty 2 has a couple of any% runs, and as a community we're working towards 100%, and Ty 3 has an active runner but I haven't been able to get in contact with him yet to post his times. There are definitely some communities that are small and don't have very populated leaderboards in which things are being managed well within the community in terms of categories and overall stuff.

Just something I noticed today when on my phone, the site doesn't seem to support low-width screens very well at all, I can barely select my username when logged in, let along the other right-side buttons, and you cant horizontally scroll to access them. Maybe removing the search bar in low width, or allow the top menu to be scrolled independently would fix this.

In fact I'm fairly sure this would still be an issue for people who want to use just one half of their screen, since the site does seem rather wide overall.

1: I think flags default is good, most people would be interested in seeing it I think.

2: Re-enabling moderator badges I agree with, but I'm not so sure about twitch icons, since to me it feels like it's giving more customisation to those people with partner, since normal users can't make an icon for themselves (afaik)

3: Flags are easier to recognise for regions imo (although AUS is still not included anywhere, when it should be with PAL)

I might be in the minority here, but would it be possible to get the graphical series page back as a possible sorting option in the games list? I found it much more visually appealing, and simpler to find games that I was looking for just because scanning for logos/art is easier than reading text. I know the alphabetical series page fufills the same thing, I'm just wondering if anyone else enjoyed the more graphical approach over the wall of text.

EDIT: Also the moderation page lower section (Add moderator, category etc) doesn't work on IE11. Clicking any of the text doesn't make the text entry box show up. Fine on Firefox.

EDIT2: and another thing, PAL is listed as EUR only, but Australia/NZ also use PAL (AUS?)
