While it is the wrong thread, I can answer this. It happens for me when using Internet Explorer, but not Firefox or Chrome, so really the only way around it is to change browser (some browsers don't like the way the form is written for moderation basically)
I have to agree with the 2 posts above me, Similar to how the DSi had games which still ran on the DS, but had new features, the same thing is happening with 3DS/New 3DS, with at least one example being Monster Hunter Ultimate, which not only has different controls on the New 3DS, but I have seen reports of faster loading times for it as well.
So since I'm going to be cutting back a bit on practice in the next couple of weeks due to university work, I should update where I am at current in my games. I still hope to give some improvements until the deadline, mainly on FF13 and FFCC, but I'm going to be stretched pretty thin.
Final Fantasy XIII: My PB has been improved down to 5:19:40, finally hitting the sub-5:20 mark! I'm confident that even a marathon run can be sub-5:40, so the estimate can come down, and that would still allow for a couple of possible incentives. While I won't be doing too many runs in the coming weeks overall, I will be practicing this game at least a little for the upcoming FF13 trilogy relay on may 9th, so that will be a good chance to do a "marathon style" run and see where I am. Final Fantasy Crystal Chronicles: I've learnt the All Dungeons route, and done a couple of runs. My PB is currently a 3:03:53, but the run as a HUGE way to improve, especially in end-game, so I just need to drill out that when I get some time and I will be able to get times around the 2:45 mark pretty easily. Ty the Tasmanian Tiger: While my PB is from quite a while ago, I've been doing runs and all of my runs are under 2:30 very safely, and most are under 2:25, so I'm happy with where the estimate is for now. I will attempt to record a full no-reset run with commentary to see how well I keep track of items even with explaining what's going on.
The Wonderful 101: I've been doing some offline practice for the run, mainly focusing on the sections I would do in the run, but I'm fairly happy with where I am for now.

At the end of the day, speedrun.com is meant to be a collaboration of communities. If a community doesn't want to use the site, then they don't have to, and they should be free to have their own leaderboards without fear of interference from other sites, including this one.
As it stands the wikidot leaderboards are by far the official ones. The 13 and 13-2 boards are just functionally mirrors, we used to use a google doc but this works just as well. Most of the community has no want to move over to here in general though, since there's a lot of differences with how things are handled inside the FF community per game (Different timings based on language, separating consoles into categories etc), that would be a mess to bring over exactly as it is.
I'm pretty sure that's intentional, since it then shows up without a date for runs in which the date isn't certain. Helpful for old PBs or runs that are brought over from another leaderboard.

Games seem to be organised alphabetically inside each year, which is why Zero is before 4. I would like the option to be able to sub-organise games in a series though in general, there's a couple of ones I can think of that would maybe benefit.

Although, saying this and reading the post again makes it a lot less clear. You say that the deadline for discounted sign-ups is on the 30th April, but that is before the payment thread goes live, so either there's a separate sign-up thread coming, or there's some unclear information in the initial post.
From what I remember, IGT sorting and higher control of those things was going to come in the timing update, but that was still being worked on.

Playstation TV (PSTV) - Isn't that just a different model of the Vita, in the same way a DS and DSXL are functionally the same?
Just because someone isn't running a game currently, doesn't make them incapable of being part of the community or maintaining the leaderboards. Just a thought.
For the favicons, isn't the site resizing them to favicon size anyway? It seems to be working fine for now without forcing people to learn how to make a proper .ico file.
ffmpeg can be used as an encoder for raw footage and as a screen recorder it's also multi-platform, not sure about syphon though.
