I disagree on using full game runs in ILs personally. Well not every game will tend to this well, I think there are games where it is effective. e.g. Super Mario Odyssey Any% runs can and do end up on the IL leaderboard.
You submit it to TASVideos. And there's lots of reasons. Challenge yourself. Discover new tech. Gain a greater understanding of the game. Create the perfect run. Compare tricks/routes and determine what's faster.
Nobody said terrorist. And you're making a lot of bold assumptions about what people do and don't know. Now I'm not gonna say anything about what may have been said regarding ILs, but you're definitely in the wrong about the file. And I say that as someone in college for cyber security. Do you sincerely think that none of the runners noticed a file screwing around somewhere or that it was never picked up by a firewall or anti-virus software?

OK I misunderstood. Now that you've clarified that, I'm kind of surprised that there's not an option to toggle that. Not sure if you've done so but would be a good idea to mention this in the feedback thread.
Uh, Metroid Fusion has both IGT and RTA on the leaderboards. So I'm not sure what you're looking at that there's multiple ties.
Speaking from experience, streaming directly off a chromebook is going to be very difficult. Your best bet is probably to install a Linux kernel on it (there's plenty of guides to this around the internet), boot into that, and install and run OBS from there to stream to Twitch. It will run a bit slow and you'll want to keep the quality options to a minimum, but it can work.
Sort of. If you join the discord, we have a mod/hack called "Beta Quest" which will randomize screen/room transitions. But we don't have anything as high tech as the SM64 randomizer.
Isn't PC port banned on the leaderboards? And I very specifically mean PC port and not Emulator. Also, a week is definitely not enough to get top 70 in a game like SM64, even over on the Emu leaderboards.
Super Metroid is small and unknown. Right. And yes, I'm fully aware that there are people who aren't submitting their runs to the site anymore for various reasons.
