Since you can't really skip primary objectives like you do in TW, the rule should probably just be not completing any secondary objectives. Not completing certain secondary objectives in certain missions can increase the difficulty somehow. For example, in Persuade Him and Tacitus Regained, not completing any secondary objectives makes you face more enemy reinforcements.
IIRC, the only other mission where you see enemy MCV's entering the field is Nod Sarajevo. Your strat already takes care of the second part of that mission pretty well, but it's worth a try.
I finally finished a Scrin campaign run on verison 1.07. It turns out to be not worthy to run on this version since you don't start with Mastermind on Mission 3. However, I discovered a big time saver on Mission 1. If you save the game when the southern GDI MCV is unpacking and reload, GDI won't build any structures! This fact might make it necessary to time Scrin campaign runs by real time though.
That's absolutely impressive. The only time I beat this mission was on Easy, and I couldn't find a chance to attack the enemy base without risking to fail the mission until all scripted attacks are done and the enemy base kinda run out of money. I wonder when do those 4 Latin Dreadnoughts enter the screen if you don't destroy the Sino-Soviet base so quickly. Waiting for them would probably turn this mission into a quasi-autoscroller.

I think restarting is needed in order to reset the difficulty. The run I just submitted used a newly generated save under Easy difficulty so it wasn't an issued though.

This brought up a question: should the latest version be required when different versions have different missions? If the answer is yes, then all current records will be nullified when the next version is released, and there won't be places for missions from the old 2.0 version.

Uploaded a run on German version 1.5. As you can see, there is no final cutscene in this version. Maybe we should change the timing rule so that the final mission ends at the black screen right after the player loses control.
It's not a bad idea to exclude the cutscenes that can be skipped by pressing ESC. When you say "reloads and pauses are not subtracted from the time", do you mean that the loading screen is not subtracted? Load times of S/L can vary between people just like the load times of missions.
Somehow I found the image of C&C Generäle disks. I legally owns the English version so it's not really piracy. Most of these changes shouldn't affect the GLA campaign too much since you fight USA much more often than you fight China. Chinese Migs can be annoying in the final mission, but with the same build time, difference in prices shouldn't matter much.
