This isn't really the right thread for this question, but it is a good question regardless. We've discussed this in the discord before, and I believe that it was disallowed. Neither Psych0sis nor I can remember the precise reason for it being disallowed. I've started a new discussion about it in the Discord. I'll update whenever a decision is made about it.

Nothing's stopping you from running it. If enough people run it, it will be easy to make the argument that there should be a board split for it.
Probably because hardly anyone runs on console. Lack of demand. Even on any%, there are only 2 runs that happened less than a year ago.
Pretty much. The point of integrated graphics is to have a simple, low-power, cheap solution so you don't need a dedicated graphics card. Recording gameplay kinda falls outside the intended function of it.
And unfortunately, building a PC isn't as cheap now as it was a couple years ago, since crypto mining absolutely fucked graphics card prices.
Edit: Something to consider, though, would be cooling. You're on a laptop, yeah? Make sure it's not overheating. Laptops are generally terrible at cooling and that can affect performance, so solving that might allow you to do a bit more.

Yeah, I don't know. Slipping does seem very random sometimes. A big part of the skill involved in this game is efficiently recovering from a failure, whether that failure is yours or the game's.
