I think Any%/Radiant and AnyLevel/MaxLevel splits should both exist personally, since it's just 4 combinations per level.
I think splitting full game between characters is fine, full game isn't nearly as cluttered as ILs so I see no reason to remove that.
i really dont think Minimum Level is necessary, just Any Level should work because it allows people to play the minimum anyways
I think splitting altered story by difficulty would be a good idea
I think strictly limiting ILs to max level monsters would be a bad idea, I'd say have Any Level (for which most people would just go for level 1, but people have the option to play any other) and Max Level (as you said)
^ this would mean pre-existing runs of non-max level monsters would still be valid after the changes are made
