Is the NES emulator on the Switch allowed?

Why the fuck is Nescard still a mod in here, nobody likes him, and he doesn't approve legit runs from experience , maybe cuz he's too busy or doesn't care, but it's a thing, get somebody else in here and perhaps on other nes games too.
