is the timing handled differently on emulator runs or is there something in the game that makes the times slower? especially on 16-star it's almost a minute. i thought it's just because very good players usually run n64 but the 16-star difference made me question it

The timing is handled the same. More people just play on n64 and emu is kind of a meme to some. Emu is actually faster
