Are all emulators for android phones banned or are there exceptions? (I only have an android phone and do runs using the m64 plus fz emulator on android and noticed that all emulators listed in the rules are made for PC)

It should be ok, you have to use Mupen 64 Plus and a friend of mine also ran a cell phone, but just Sapphire and that was ok too

pretty sure only mupen pc, pj64 1.6, and openemu are allowed unfortunately. The emu rules for this game are really strict lol
