I was just watching the 800k population WR and I noticed that it was possible to BULLDOZE THE OCEAN in this run.

The only way this is allowed in the game is with running Debug mode and activating the "WATER RECLAIM" cheat.

Is this allowed in the rules or is there a prohibition on using the Debug Mode?

The debug code is allowed for that category.
