I noticed that the rules state that the run must not be tool-assisted, but I use RazerSynapse to set my DPI levels on my mouse in addition to the in-game settings. So does this mean that any run I do submit is immediately disqualified since I’m using a tool?

The changing of the DPI isn't assisting you in getting a better time so that's a no.
