Not really. You can hit the edge of the plate without flying and his run isn't even a world record. It didn't help him in any way, therefore it should be allowed.

Going along with what Olaprelikov said-donor privileges are only banned DURING the run, not before or after it. Sure him hitting the plate faster might seem like an advantage, but because he didn't fly while the timer was going makes the run legit.

Personally I perceived the rule as "No donor-privileges (gadgets) may be used" to only be applicable during the run, not before (and I think the moderators did too) I'm happy for it to be removed and the rules to be changed and stuff, but as it stands I don't believe I did anything wrong as it follows the rules due to you not being able to fly during the run D;.
