This is the same reason why the glitched tpe and genocide records were broken. It is no surprise. Every single category but ng+ will be faster.
The fact that you stated in your first message of this thread, was "I am not a runner of this game", it shouldn't be an issue to you. Now, I don't really care if you check the game leaderboards or not. The fact is, it's not your concern and like @Drakodan said, we wouldn't have verified the runs. So it's a pointless question to ask about the japanese version being allowed.
The glitchless record was never really optimized since it really wasn't run by top runners of the game so when a new version came out that had timesave and a runner that wanted to optimize glitchless It makes sense the record was beaten
