As for obtaining the game, you'll need to do that yourself as it's illegal to distribute ROMs. The main ways of getting it are downloading it off the internet or ripping it from your own personal disc, if you have one.

Downloading it from an unlicensed source off the internet is still illegal distribution. The two ways to obtain this game legally:

Buy a physical disc
Buy the WiiU virtual console version (not available in North America though)

Buy a physical disc. Your only other option would be to find a foreign Wii U.

Even if getting VC on an American WiiU was legal, physical is better because VC loads are stupid fast and most players play on physical anyway.

How do you get the rom off the disc?

Some homebrew application called cleanrip from what I remember. It's a bit of a complicated process so I'd only recommend it if you have absolutely no other options

Bit of a late response but loading times are only removed for any% runs that are under 25 minutes. Up to that point they would still give a massive advantage. There's also the fact that they are not official releases of the game.
