I might've found a way to eliminate or maybe decrease cops RNG, or maybe i have extreme luck, because since i did this i have cops every run so i need few poeple to test it. So i was playing around in registry and i changed 3 things CacheSize, Region and SwapSize. I've increased CacheSize and SwapSize, because even i have good pc, game stutters sometimes. Game is quite old so normally these values aren't high because back then pc's had 512MB of ram or so. And if you think about i, sometimes traffic cars spawn in roadblocks, because game doesn't have memory to use, so if you change it game have more memory so this equals more assets can be loaded and this means higher chance to spawn a cop, or traffic. I also changed region to Asia, because some games released in Asia were more difficult so this can be also thing why game spawn more traffic and cop cars, but i don't think so. I don't think it is against rules, because it doesn't change game files in any way it just gives more memory for the game to use.

None of these things have anything to do with cop or traffic spawns. I already had max cache and swap, yet I still get no cops on Taz, or especially Izzy, but I do get plenty of roadblock bugs. If you want to test spawn differences, try the PS2 or GameCube versions of the game. There is a much higher chance that different platforms will do certain things just ever so slightly differently. Although so far the game seems to behave no different on PS2. Edit: Don't take this as offensive, but if you are significantly slower on races, you simply have more time to get the cops, especially on events where their spawn spots are more limited.

It's so strange i set CacheSize to 5GB and SwapSize to 1GB and the region and i get cops everytime and the rubberband is stronger, some cops are also buggy, i get more traffic, especially trucks but overall it's better for me i don't know.
