There are two possible hole locations for each of the four Par 3s on Lakitu Valley for the first Tournament. The Hole 3 strats will also apply for the second Star in Ring Attack - "No Easy Entrance" - especially since there is no Rain on any hole in Ring Attack. These are with un-Star Bowser. I have been leaning towards Bowser lately for any% due to his increased power and draw stroke, which may end up saving time if mastered - especially on the 5th and 9th holes. That plus Ace strats means Bowser may theoretically have the edge.
Unless otherwise noted, assume full power, perfect accuracy, and/or no Spin, so as to save space. Hole 3
139y Clear (front left) - This isn't very simple, so if you come up with something easier, feel free to let me know. Here goes: Club up to the 4W, mark down to the 124y mark (about 2/3 in between 1/2 and 3/4 or 2/3 overall), hold the Impact Point up-right, and use Backspin. If you don't like this, just place a low 7I and get close for now. 139y Rain (front left) - Hit one mark short of full power, mishit the accuracy one mark left of center, and hold the Impact Point top-right. This also works for +1% RNG, interestingly enough. 144y Clear (center) - Club down to the 7I, then hit a top-Impact shot with TopSpin. (EDIT: This still works if you mistime your accuracy one mark right). If you mistime one mark short of full power, you can salvage the Ace with a mishit one-mark-right-of-center and Super TopSpin. 144y Rain (center) - Club up to the 3I and hit a top-Impact, 3/4-strength shot that mishits the accuracy two marks left and with Super BackSpin. If you can't remember this strat, the Clear strat will net you a Pin Shot 3.06 feet away, which is pretty good.
Hole 7
123y Clear (second closest) - Club up to the 6I, set the mark to 124y, and use a top-ball Impact Point. 123y Rain (second closest) - Club up to the 6I and use a top-right Impact Point and Super BackSpin. 144y Clear (rear left) - Club up to the 3W and hit a 3/4-strength shot. 144y Rain (rear left) - Club up to the 3W and hit a one-mark-less-than 3/4-strength shot with a top-right Impact Point and BackSpin. Slightly awkward but it works, and gets more consistent with practice.
Hole 12 (This is the hardest one, so good luck)
157y Clear (front right) - Tap the distance marker down to 152y (three marks short of full) and play a top-ball Impact Point. If you get -1% RNG, go with Super TopSpin. If you get 0% RNG, roll the Impact Point slightly left from the top and use TopSpin. What makes this tough to attack is the combination of right-left slope and Bowser's draw. 157y Rain (front right) - Just hit a perfect shot with Backspin. This even works for -1% RNG, making this possibly the easiest Ace strat. 166y Clear (rear center) - This one is just as bad as Mario's. Set the distance mark down to 167y (2 less than full) and set the Impact Point up one notch (1/4 the way up). Hit that distance mark and mishit the accuracy one-mark-left-of-center with BackSpin, all the while holding the Impact Point SLIGHTLY ABOVE that one-quarter point. Anywhere from 1-2 notches should get close with the most success around 1-1.5 notches up. This requires bravery and finesse. I would appreciate any help in seeking out an alternative strat. 166y Rain (rear center) - Go with a Power shot, nudge your aim very slightly left, and shoot one-less-than-full power and one-mark-left-of-center accuracy with TopSpin, all the while holding the Impact Point down-right for a high draw. This works for +1% RNG as well, oddly enough.
Hole 16
113y Clear (center) - Club up to the 5I, hit the mark just left of the 3/4-strength mark, mishit the accuracy two marks left, and use BackSpin. You MIGHT still be able to get this if you aim very slightly right as you would for the other Pin location. 113y Rain (center) - Club up to the 3W and hit a 1/2-strength shot with a mishit one-mark-right-of-center. Strange but effective. 112y Clear (right) - Club up to the 5I, nudge your aim very slightly RIGHT, and hit a 3/4-strength shot with a one-mark-left-of-center mishit. 112y Rain (right) - Club up to the 5I, nudge your aim very slightly LEFT, and hit a 3/4-strength shot.
