If you click on that link you will see they have a Forum and a Discord, as well as what appears to be an off-site leaderboard. I would advise asking your questions in either their forum or Discord, or contacting one of the mods :) good luck!
Would also be a good idea if you have seen specific runs that you like, to watch that runner's stream live if they are on Twitch and maybe ask them (politely of course).
Most speedrunners are very happy to answer questions (although some are not) and are welcome to an active chatroom while they stream.

Hello, and welcome :) this is a really fun hobby to get into.
On a basic level, and this answers number 1, you will need to speak to the community of whichever game(s) you decide to run. If you type the game into the search bar above, you will find its landing page - this will give you the game rules on the leaderboard, as well as access to the game's Forum, the list of Mods, and perhaps a link to a Discord. You can use this to contact the community if the rules aren't clear.
Typically speaking you can record your run any way you like, but certain communities have stricter rules. There is absolutely nothing to stop you PERSONALLY recording your run however you like, and keeping track of your own personal progress, but in order to get on some leaderboards you may need more than just your phone recording the screen. (The vast majority will allow you recording your screen with a phone though).
Second, no limit on the amount of games you can run. Have fun, go fast!
I think it's daft that it appears that the highest tier of staff are the only ones who can moderate the forums. I have put in suggestions about adding a third, lower tier, just for forum janitorial duties but so far no replies.
If you delete your account, then your runs disappear too afaik. I'm guessing these boards had one run on them previously and the runner deleted their account.

@Patrick_Barrett I always feel bad because I enjoyed that game, but I do not have time to speedrun it. You've put a lot of work into it and I'm always impressed.
Alfred Chicken is a fun platformer for the NES, basically has two moves (down, and jump), runs are less than half an hour, only 6 runners (only 2 since 2016!!!)

I think it's a great idea, but we already have forums so I can understand it would be too much of a mod headache. You could always post about the run here/in the game specific forum.
I agree, I love seeing smaller games grow a community. I'm currently trying to learn some games that only have 5-6 runners, like Alfred Chicken for the NES.

I don't mean to be glib, but this is the general speedrunning forum. Your questions would be better directed to the Minecraft forums / mods / Discords / etc. You won't get very many answers here unfortunately.
It's not quite the same, but the Streets Of Rage 4 developers are very open to feedback and have a bug report channel in their Discord.
A big balance patch was released that resulted in us having to split the boards as it changed so much. Some of it really helped speedruns (items that 'bounced' could now be picked up) some it hindered the runs (there are more random elements in for instance Stage 1 that can kill a run automatically).
I don't envy being a dev in this day and age where balance patches are expected and you are trying to balance the will of the casual market, and that of speedrunners who breeze through the game.
No dream or goal you set is ever dumb! As long as you're having fun.
I wish I got into speedrunning when I was your age and had so much more time to practice. Enjoy it, but remember to balance with everything else in life.
Another thing you can do if you have the Adobe CC suite, I download the Twitch video, put it into Premiere Pro, and cut to the exact frame of start and end. It formats it into a HH:MM:SS:FF format so you will need to do the minor maths to convert the frame into ms, but works well for me.
