Loading is considered to have begun from the frame the screen becomes completely black after taking an action e.g. calling for emergency services or confirming a ferry departure. Loading ends on the frame that the truck becomes visible once more and inputs are accepted - sometimes on some versions there is a fade-in, in which case as soon as the screen is no longer fully black, time resumes.
