Would it be allowed to exit out of the game and re open it during a run and re-select the same file? Doing this would reset the RNG and it would be useful for WW1. So if you rebooted the game at ww1 you could get the same cycle every run, but IDK if this sort of thing is or should be allowed. I dont see anything in the rules about this.
Just in case this helps, the Oscillation RNG is explicitly a bug and is in no way intended. It is not something that affects CD93/CD96/Gems Collection releases of Sonic CD.
