Restricted is a category that focuses on mimicking the full-game run experience. Accordingly, any track time you get in a full run CAN be submitted as a restricted IL.

More detailed version of the above:

Cruise the World (Restricted): An IL counts as “Restricted” if performed with a car available on a new file and without the use of any speed upgrades. Furthermore, training mode is banned (CPUS and traffic is required).

Championships (Restricted): An IL counts as “Restricted” if performed with a car available on a new file and without the use of any speed upgrades passed power level 2. Furthermore, training mode is banned (CPUS are required).

I want to briefly explain the thought process behind Championships (Restricted), the reason PL2 is allowed is because it is extremely easy to unlock in a run and almost the entire full-game run uses this upgrade. Further, it is possible to complete a run starting in NYC and doing Germany later, so Germany is not necessarily at a disadvantage being the first logical stage to complete.
