The overwhelming answer is, YES, OF COURSE! If it's listed on AGN's Quest DB or PureZC's QDB, it's of course allowed. I just don't have time to track down all 200 quests on the initial setup.
Here are a few groundrules. If you can link a run following these, it'd be an easy accept.

The quest must be completable non-segmented. Split videos are OK if they show continuity (like an XSplit timer or have overlap)

You must not cheat, slowdown, or anything of that like. Keep in mind, SRL rules. You basically must RTA your quest without exiting the application or starting another quest. Continue, Save, and Quit are OK (they're like Up and A Deathwarps)

The quest must be within a reasonable speedrun time. We'd prefer under 2 hours, 4 hours RTA probably an absolute cap. None of the mods have time to verify a 12 hour monster without getting paid real money.

No 1st or 2nd Quest tracks, period, end of sentence. If you're that desperate to play those pick up the real cartridge or Virtual Console versions and play it there. Remixes of those quests (like Demo 1st Quest, Demo 2nd Quest, and CGBZ 1st Quest) are OK to submit for though.
If you can meet these requirements, post a video here. If everything goes well I or another Super Mod will open a track and you can submit it when you're done.
