Has all upgrades required for the all upgrades category unlocked. Rename it to "saveSlot#" where # is a number 1 to 4 for which slot you want it on.

Store it in "C:\Program Files (x86)\Steam\userdata\41176786\378610\remote"

The number after userdata is most likely different for each person. Obviously use the steam directory where valley is installed.
