A - Limiting your framerate using whatever software on a PC is like manipulating how well your PC performs. Since all computers are different, allowing people to limit their framerate would be the fairest decision to be made.
If option B would be chosen, people could find other ways around it. Either getting older hardware or manipulating their PC's performance by other external programs, that don't directly limit the game's fps, but keeps the PC busy. Use common sense, please.
Conclusion. This wouldn't be the title, if it wasn't true.

Previously someone has claimed, that the Xbox version of San Andreas does not have to be restarted, when the runner decides to reset, because unlike the PC version, it resets the progress levels between upgrades. I started investigating all versions I own of the game (Xbox original, Xbox 360 remastered, PS2) to find out if this occurs, using a certain method. None of these versions reset your progress. Since 100% and All Missions categories require certain skills to progress in the run, I believe this should be discussed. Also I kept saying golf course instead of tennis club, sorry about that.
The game is badly optimised, so it is going to run crap on almost anything. I'm running the game on my secondary computer, that I use for speedrunning:

I use the -nomemrestrict and -norestrictions launch options to be able to change the texture quality to high.
I have a streaming computer and a capture device, so streaming does not take away any extra resources from the game. I get 28FPS at the worst, 35FPS most of the time and goes over 50-60 sometimes.

You don't necessarily need a "better" or more expensive mouse. I'm using an old ball mouse for VC, that I bought for 3€, it has low dpi and works fine. If you don't feel like paying much, it's a good option imo. Btw the radio does not restart on PS2 either when you reset.
