Anything is a viable speedrunning title, it really just depends on how much time you have and how dedicated you are.
Runs can be verified by any of the game's moderators. To become a moderator you can contact a super mod (red sword means super mod) of the game, as they can add or remove mods.

You Have To Win The Game has two different versions, with one adding a lot of time on due to an alternate ending. We separated them into two different games and had links inserted to the other leaderboards in the rules for each category.

We had something like this happen with YHTWTG, and community decided for the option that made it easiest to run (no set-up run). Could you delete the save file so that the choice is random?
At the moment, you can use variables and set them not to obsolete each other, but that's the only way right now. Also, that would mean non-emu runs don't obsolete emu runs.
No, the site admins wouldn't really care. The game's community decides the rules for each game.
I don't think any site-wide rule was established over that.
Some think it's unethical to add runs without permission. Some think it's fine. Some think it's fine if the run is decent.

Some games aren't run as a full game (i.e. http://www.speedrun.com/pd2 ).
If the email you donated from is different from the one you use here, send Pac a message (Twitch is your best bet).
